Greenhouse Gas Emission Intensity (GEI) Mandate
India's Greenhouse Gas Emission Intensity (GEI) Target Rules, 2025 represent the country's first legally binding carbon compliance regime for energy-intensive industries. Administered by the Bureau of Energy Efficiency (BEE) under the Ministry of Power, and enforced through the Carbon Credit Trading Scheme (CCTS) 2023, the rules mandate that covered sectors meet specific emission intensity reduction targets in line with India's NDC commitment to reduce the emission intensity of GDP by 45% by 2030.
Organisations operating in BEE-designated sectors must accurately measure their GHG emission intensity, demonstrate compliance against assigned targets, and engage with the CCTS carbon credit market where performance gaps exist or surpluses can be monetised. Without structured preparation, companies risk regulatory penalties, credit shortfalls, non-compliance notices from BEE, and missed opportunities to generate and trade excess credits under the CCTS mechanism.
Our approach
A structured compliance programme is designed and delivered to support covered organisations through every stage of BEE CCTS compliance — from intensity baseline establishment through to credit engagement and regulatory submission. The objective is to ensure accurate intensity measurement, verified target alignment, and cost-effective use of the CCTS carbon credit mechanism. All outputs are designed to meet BEE regulatory requirements and support strategic positioning within India's emerging carbon market.
- Assessment of BEE GEI Target Rules applicability and designated sector coverage
- Calculation and third-party verification of baseline and current emission intensity per BEE methodology
- Gap analysis against BEE-assigned GEI reduction targets
- Development of an abatement roadmap to close the compliance gap cost-effectively
- Support for CCTS registration, credit acquisition, and retirement with BEE
- Preparation of regulatory submissions, compliance documentation, and BEE audit support
Outcomes

Accurate, auditable emission intensity calculations aligned to BEE methodology
Structured engagement with the CCTS carbon credit market — buying or selling as required
Identification of abatement and cost optimisation opportunities within the BEE framework
Reduced regulatory and financial risk, with full audit trail for BEE submissions
