UAE Climate Law

UAE Federal Law No. 11 of 2024 on Climate Action represents the UAE's most significant climate legislation to date, establishing a comprehensive legal framework for climate change governance, GHG emissions management, and mandatory reporting aligned with the UAE's Net Zero by 2050 Strategic Initiative and its NDC commitments under the UNFCCC Paris Agreement.

The law mandates climate action obligations for entities operating in the UAE, including requirements for GHG emissions measurement, reporting, and disclosure. It provides the legislative basis for the UAE National Carbon Market and aligns with the regulatory architecture developed by the UAE Ministry of Climate Change and Environment (MOCCAE) and the Supreme Council for Environment (SCE) across the seven emirates. Organisations with operations in the UAE — particularly in energy-intensive sectors, manufacturing, and real estate — must understand their obligations, establish compliant GHG inventories, and integrate climate action into their operational and strategic plans before regulatory enforcement mechanisms are activated.

Our approach

A structured compliance engagement is delivered to help organisations assess and address their obligations under UAE Federal Law No. 11 of 2024 and associated MOCCAE reporting requirements. The process covers applicability assessment, GHG inventory development aligned with UAE-approved methodologies, regulatory reporting process design, and integration with broader ESG strategy. Outputs are aligned with MOCCAE guidelines, UAE National Carbon Market requirements, and international frameworks including GHG Protocol and ISO 14064-1.

  • Assessment of applicability and specific obligations under UAE Federal Law No. 11 of 2024 and MOCCAE sectoral requirements
  • Development of GHG emissions inventory aligned with UAE-approved measurement and reporting methodologies and ISO 14064-1
  • Alignment of emissions disclosures with MOCCAE reporting templates and UAE National Carbon Market registration requirements
  • Development of internal climate action processes, governance structures, and compliance documentation
  • Integration with existing ESG and sustainability reporting frameworks (GRI, IFRS S2, CDP) for consolidated reporting efficiency
